After announcing iPad Pro with huge 12.9-inch display, Apple gave much needed refresh to its smaller tablet, Mini 4 with better cameras and slightly faster innards. Apple has discontinued the iPad mini 3 and mini 2 now becomes the entry level iPad with iPad Pro sitting right at top.

Design and Display
iPad Mini 4 retains the same tried and tested design of older iPad Mini 3 but difference would be obvious once you pick it up:
The iPad Mini 4 is now over 18% thinner and 10% lighter than iPad Mini 3 and iPad Mini 2. The iPad Mini 4 weighs 298.8/304 grams for Wi-Fi and Wi-Fi+cellular models against 331/341 grams for older iPad Mini. iPad Mini 4 is arguably thinner at 6.1mm compared to 7.5mm thickness of iPad Mini 2.
iPad Mini 4 now looks shrunken down version of iPad Air 2
The iPad Mini 4 becomes the first Mini to get laminated display. While the iPad Mini 4 retains the native resolution of its predecessor, the laminated display could bring some improvements to colour reproduction and brightness levels.
The iPad Mini 4 gets an Apple A8 chip with 64-bit architecture paired with 2GB RAM and M8 motion processor. This is the same chipset now powering iPhone 6 and iPhone 6 Plus.
Apple claims the iPad Mini 4 has 1.3 times faster CPU and 1.7 times faster GPU than its predecessor. The A8 chip would be good enough to handle anything from the App Store but its still pretty slower than A8X on iPad Air 2 or A9 chip powering the new iPhones and iPad Pro.
The camera department has undergone significant change. Apple has basically brought the optics from iPad Air 2 down to iPad Mini 4.
The iPad Mini 4 now sports an 8MP iSight camera with back illuminated sensor and autofocus. The new iSight camera is thus capable of shooting in burst mode. The front Facetime camera is still the same but gains burst mode.
Touch ID & split screen
Apple updated iPad Mini 3 with just one differentiator – the Touch ID over iPad Mini 2. With iPad Mini 3 discontinued, iPad Mini 4’s single major differentiator stays the Touch ID
Apple iPad Mini 4 now becomes the only mini to support split screen and picture in picture mode introduced with iOS 9.
The iPad Mini 4 comes with Wi-Fi 802.11ac which can handle up to 866 Mbps wireless connection and supports Apple SIM which lets users sign up for a mobile data connection right from their iPad Mini in countries around the world.
Also Apple adds Bluetooth 4.2 to iPad Mini 4 bringing low energy mode to smaller iPad.
